The general concept is that in certain circumstances\, there may be a shortage of work in some departments due to the impact of COVID-19. The employer would like to have the option to offer CUPE employees a temporary lay-off\, while maintaining benefits\, for a set period of time if the need arises. We had hoped that we would all be back to a normal work routine but the roll out of vaccines has been slow and there is no real end in sight that can be predicted. This pandemic will be with us a while longer. \nThis has nothing to do with budget discussions or any lay-offs that have occurred or may occur as a result of budgetary decisions.
